This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300061 is issued as a Request for Quotation (RFQ).

This solicitation is being conducted IAW FAR Part 12, Acquisition of Commercial Items and pursuant to FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2022-08, effective 09/23/2022. The NAICS Code is 336510, Railroad Rolling Stock Manufacturing, with a small business size standard of 1,500 employees. This is a total small business set-aside.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA intends to solicit and award on a competitive basis for the design and production of up to six (6) heavy-duty railway flatcars. The work will include, but not be limited to, design, engineering services, and production of one heavy-duty chain-tiedown flatcar. There are optional items to include additional flatcar designs and productions. The contractor will be required to perform all work in accordance with the Statement of Work (SOW) and drawings, Attachments 2 and 3.

Quotations shall include technical information and pricing in a written quotation in accordance with the instructions contained within the attachment "Solicitation 6913G623Q30006". 

Requests for information pertaining to this solicitation must be received by 5:00 PM ET, October 4, 2023, via e-mail to both the Contracting Officer, Patricia Barnett at [email protected] and Branch Chief, Matthew Phelps at [email protected].

Only emailed quotes will be accepted. The signed quote must be submitted via e-mail to both the Contracting Officer, Patricia Barnett at [email protected] and Branch Chief, Matthew Phelps at [email protected]. The quote must be received by 5:00 PM ET, October 20, 2023. Late quotes will not be accepted. No telephone requests will be honored. The Government will not pay for any information received nor pay any costs incurred in preparation and submission of quotes.
