A notice of intent to sole synopsis (special notice) will be posted on FBO to notify the public of the Government's intent to make a sole source award at the Naval Medical Center Portsmouth (NMCP). This is for surgical supplies that the surgeon has deemed necessary for patient care and are specific for the surgical procedure being performed.
