The Office of Public Health and Science, (OPHS) through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the WHYY Wider Horizons, (a public broadcasting station) 150 North Sixth Street, Philadelphia, PA 19106. The purpose of this contract is to evaluate activities initiated or enhanced at the community level as a result of National Prevention Summits and related workshops and meetings that focus on The President’s Healthier US Initiative-healthy eating, being physically active, and making healthy choices. This contract shall provide project support for a social marketing campaign to engage older women of color in steps toward healthy eating and weight control, highlighting diet, nutrition and heart healthy cooking as a mechanism for change. It will evaluate the effectiveness of media and its use in community activities related to improving nutrition and healthy cooking, promoting physical activity, and assisting individuals to make healthy lifestyle choices. Technical assistance, especially in the area of project evaluation, will also be provided. Any publicizing or disseminating of information requires prior approval of Project Officer. The contractor shall be responsible for, but not limited to the following tasks: Develop a draft evaluation design for Heart Healthy Philadelphia; Develop assessment criteria for evaluating the impact of media-based activities; Produce video stories and healthy cooking tips for broadcast and use in community settings to inspire people to change eating and cooking behaviors; Create Toolkit for Community Use; Arrange for community activities to utilize the video content; Develop tailored Web Pages for the project; Design and implement basic program evaluation components for Heart Healthy Philadelphia; Compile and synthesize project evaluations; The Contractor shall collect evaluation reports from the community-based activities for analysis after completion and develop key evaluation results and recommendations. The draft report shall be submitted to PO for review and comment within 30 days; Prepare final evaluation report; Present final evaluation report to the PO. Deliverables and Delivery Schedule: 1. Written description of the proposed social marketing campaign, work plan and evaluation criteria to the TOOs for review and final approval by end of month 4 2. Video segments about healthy eating and cooking by end of month 6 3. Toolkit containing DVD of video segments, recipes, nutrition information and Discussion Guide by end of month 8 4. Post Web Pages for Heart Healthy Philadelphia by end of month 9 5. Cooking demonstrations and community educational activities utilizing media by the end of month 12 6. Progress reports: describe progress to date, issues, and their resolution, including the Contractor’s assessment of the specific impact of such problems on estimated costs and scheduled date of completion. Due: months 7, 12 7. Evaluation of project by end of month 14 8. Submit draft evaluation report by end of month 15 9. Submit final evaluation report by end of month 16 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
