Executive Summary The Texas Health and Human Services Commission (HHSC) is issuing this Request for Information (RFI) seeking responses regarding the use and value of health economists. Specifically, HHSC wants to obtain information on how health economists could support the agency and its programs; improve the health, safety and well-being of Texans and contribute to the good stewardship of public resources. HHSC delivers services to millions of Texans, including those most vulnerable, through the administration of approximately 200 programs that fall under its oversight. Some examples of those programs include Medicaid; Supplemental Nutrition Assistance Program (SNAP); Temporary Assistance for Needy Families (TANF); Children’s Health Insurance Program (CHIP); the Women, Infants and Children program (WIC); and Healthy Texas Women. Additional information regarding HHS programs is available at https://www.hhs.texas.gov/services. HHSC is gathering information on the value that a health economist function could provide in the agency’s oversight of these programs. This may include the assessment and measurement of program performance and the impact of policy decisions. To determine if this function would benefit the agency and its programs, HHSC is collecting information on the utilization of health economists from other health care-related organizations.
