The requirement is for full health and life insurance services for local Jamaican foreign nationals (non-U.S. citizens) employed by the U.S. Embassy in Kingston, Jamaica, and residing within the geographic boundaries of Jamaica. Coverage includes both foreign nationals and eligible family members and dependents.
Health insurance services include hospitalization, surgery, anesthesiology, doctor visits, prescription drugs and medicines, obstetrical care, family planning, hospital outpatient services, optical services, physical therapy, psychiatric treatment, ambulance services, dental care, and hearing aids. Health insurance will include a variety of plans, such as Single Employees (Self Only), Employee plus One Dependent, Family Plan, and Employee with Multiple Dependents. Group life insurance services include Basic Life, Accidental Death and Dismemberment, and Partial and Total Disability Coverage.
Specific qualifications as they pertain to this sources sought notice include the following:
Experience providing health and life insurance coverage within the Caribbean region (outside of U.S.); experience providing services to foreign nationals (non-U.S. citizens); experience establishing and/or operating a commercial venture in a foreign location, including adherence to local tax laws, local permit and/or other legal business requirements, and local labor laws (compensation, coverage, etc.); experience working with local service providers (hospitals, places of treatment, etc.) for timely scheduling of services; and experience working with local representatives and institutions for timely processing of claims and reimbursement for services.
Firms interested in responding to this sources sought notice are invited to submit examples of prior work and experience, clearly demonstrating that the firm meets all of the above qualifications.
General examples of prior experience in providing health and life insurance services are not being solicited, nor are responses being solicited from firms providing only some of the types of services specified. Any examples provided of prior experience must address all of the specific qualifications stated above.
