The Naval Air Systems Command (NAVAIR) intends to issue a modification under contract N00019-09-C-0057 to Elbit Systems of America, LLC (ESA) for the procurement of additional Helmet Display and Tracker Systems (HDTS) for the AH-1W aircraft for Low Rate Production Phase II. The HDTS production system is comprised of a P-kit and A-kit. The HDTS is designed to improve flight safety by providing heads up situational awareness (SA), enhanced night vision, weapons sighting, and weapons control capabilities within one integrated package. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements.
