Notice of Intent to Sole Source
The Department of Homeland Security (DHS), United States Coast Guard (USCG), Office of Contract Operations (CG-9121) intends to award a sole source contract to Lockheed Martin, Hercules Training Center, 86 South Cobb Drive, Marietta, GA 30063 for one year. A Justification and Approval will be issued under the authority FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industrial Classification System (NAICS) code is 611512, Flight Training.
The purpose of this requirement is to obtain training support services for the U.S. Coast Guard (USCG), Office of Aviation Forces (CG-711) and Force Readiness Command (FORCECOM). HC-130J pilot/loadmaster training utilizes a combination of academics and simulator training to provide theory of operation and practical experience. Given the complexities of the training and the use of proprietary training materials, Lockheed Martin Corporation is the only company capable to provide the training required. The C130J is proprietary to Lockheed Martin Corporation.
This notice is issued solely to determine whether there are any other sources that can support requirement. The Coast Guard believes that Lockheed Martin Corporation is the only contractor capable of supporting this training without causing unacceptable delays. Companies that believe they have the capability to sustain the existing system must submit a capability statement by 26 November 2021, detailing how they would support this requirement.
Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following:
(1) Company name and address
(2) DUNS number
(3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or woman owned small business) as validated via the System for Award Management (SAM)
(4) Company Point of Contact: name, phone, and e-mail address
(5) Demonstrate capabilities for meeting the following requirements:
• Capability of training students for motion-based simulator training services on HC-130J.
• Capability to Develop and provide students training materials for students attending training.
Interested sources shall submit an electronic copy of their Capability Statement to Kristy Dixon, Contract Specialist, via e-mail at [email protected] no later than 3:00 p.m. Eastern on November 26, 2021. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement.
