It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with Jay Brown, M.D. 6216 Coho Ln. N.E., Olympia, WA. 98506, to update and enhance Haz-Map as described in the License Agreement. Award of any contract is contingent upon the availability of funds. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.5, Test Program for Certain Commercial Items. The intended procurement is classified under North American Industry Classification System Code (NAICS) 621111 OFFICES OF PHYSICIANS (EXCEPT MENTAL HEALTH SPECIALISTS) with a business size standard of $11.0 million.
The period of performance is anticipated to be for a period of twelve (12) months beginning approximately August 1, 2017 to July 31, 2018 with (2) one year option. Award of any contract is contingent upon the availability of funds.
This solicitation incorporates provision and clauses in effect in the FAC 2005-94, 2005-95 FAR Revision effective January 19, 2017, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about July 15, 2017. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NLM to determine if the party can meet all of the foregoing requirements.
