The proposed purchase order is being solicited on a sole-source basis to Information Handling Services (I H S). The proposed action is for services provided by Information Handling Services (I H S) will be to provide NSWCCD with access from two (2) work sites with up to eight (8) concurrent users for parts research and formatted Allowance Parts Lists download directly from the Haystack database for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Information Handling Services (I H S) Haystack Gold database is the only service currently available that satisfies all of the parts research needs and allows downloading and saving Navy Allowance Parts (APL) in the correct Navy format. The unique features allow searches for specific APLs cross referencing National Stock Numbers (NSNs) to existing APLs and searching for APLS by boat hull number. The NSWCCD intends to award a firm fixed-price purchase order to Information Handling Services (I H S), using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 6 March 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 3/7/2018 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
