BACKGROUND:  USAFSAM provides for aeromedical education, training, and consultation in direct support of USAF, DoD, and international aerospace operations. Provides peacetime and contingency support in hyperbarics, human performance, clinical and dental investigations, environmental health, expeditionary medical support, and aeromedical evacuation.

REQUIREMENTS:  Provide and install "Haworth" brand name chairs and tables as follows:

 a.)  Qty 92 each X99 Haworth Seminar Chair with Arms.  Description: Black Mesh Back, Black Tellure Seat - Fabric Grade A, Black Arm Caps, Metallic Silver Base, with Glide Option. (P/N X640-0100)

 b.)  Qty 28 each Haworth Tactical C-leg Table. Description: Black C-Base, Rectangular, 24" X 96", non-folding, Black PVC Easy Edge, 29" H Standard, with Mgt, Smoke Laminate, Non-Ganging Option. (P/N 4TCC-2496-X-4S0W0)

 c.)  Qty 1 each Labor charges to include:  design, receiving, delivery, and installation.

DELIVERY DATE:  Within 45 days of award.

QUALIFICATION:  The service provider shall use competent employees for completion of these tasks. Haworth recommends that its products be installed by certified, qualified, and approved installers according to Haworth's written installation procedures.

SECURITY  REQUIREMENTS:  Security clearance not required.

This effort will require "Haworth" brand name products be provided.

IAW FAR 6.302-1(c), an acquisition that uses a brand name description or other purchase description to specify a particular brand name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition regardless of the number of sources solicited. It shall be justified and approved in accordance with FAR 6.303 and 6.304. The justification should indicate that the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. See 5.102(a)(6) for the requirement to post the brand name justification.

IAW FAR 5.102(a)(6), when an acquisition contains brand name specifications, the contracting officer shall include with the solicitation the justification or documentation required by 6.302-1(c), 13.106-1(b), or 13.501, redacted as necessary (see 6.305).

DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)

In order to maintain a presentable and tasteful appearance, new furniture purchases will require matching color schemes, wood grains, and styles to the existing furniture. The existing furniture in the USAFSAM is manufactured by Haworth, Inc. Only the purchase of additional Haworth tables and chairs will match existing furniture in this important and vital learning environment and provide for a professional and uniform appearance. A professional and uniform appearance for the USAFSAM is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.

ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

The items are being procured to provide a comfortable and professional educational environment for all USAFSAM students. It is vital that the current professional appearance of the significant amount of existing Haworth furniture which was purchased for the USAFSAM last year be maintained to ensure a tasteful and professional environment continues to exist for the medical student attendees.
