The National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), located at 166 Water Street, Woods Hole, Massachusetts  02543-1026, is soliciting quotes for non-personal services for haul out and repair of NOAA R/V Gloria Michelle (homeport 166 Water Street, Woods Hole, MA.  02543-1026. Requirement is for a non-personal service to provide all plant, labor, materials, equipment, and supervision necessary to perform in accordance with the solicitation’s incorporated Statement of Work.

The proposed award is 100% set aside for small business concerns. The NAICS code is 336611 with a size standard of 1,250 EMP. The solicitation is issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2020-07, effective August 3, 2020.

The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the best value considering past performance and price. RFQ is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. The solicitation number is 1333MF-20-Q-NFFM-0053; Hard copies of the RFQ will not be issued.

It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on January 28, 2020. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 and FAR Part 13 (Commercial Acquisition)). All responsible small business concerns/sources may submit a quote which shall be considered by the agency.
