The Naval Air Systems Command (NAVAIR) plans to contract with the Boeing Company, 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939, on a sole source basis for the procurement and support of the Harpoon/SLAM-ER Weapon Systems, in support of Foreign Military Sales (FMS) and United States Navy (USN). Authority to act under the class justification expires on 31 December 2013. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Boeing is the sole designer, developer, manufacturer and integrator of the Harpoon/SLAM-ER missile and its related equipment. Boeing alone has the experience, special skills, software/algorithms, facilities and manufacturing techniques required to produce, assemble, and integrate this equipment and furnish the supplies and services.
The proposed contracts will provide the procurement and support of 700 Harpoon/SLAM-ER All-Up-Round (AUR) missiles, and retrofits in tactical, exercise and training configurations for various FMS countries for which Letters of Offer and Acceptance (LOAs) specifically request the Harpoon/SLAM-ER Weapon Systems and other quantities, as may be authorized and appropriated by Congress for the USN. The procurements also include related supplies and support necessary for the manufacture, integration, deployment, engineering and logistical support of the missile for various FMS countries and the Legacy USN Harpoon/SLAM-ER weapons program. Deliveries will be scheduled to take place within 48 months from applicable contract awards. The total dollar estimate for the acquisition covered by the class J&A will be $1,894,650 k.
