These spare parts are components to a customer configured test system and therefore must be manufactured by National Instruments as they are the only parts that meet the exact form fit and function. The procurement of alternative equipment would result in the duplication of costs that would not be recovered through competition. The Government intends to procure this equipment under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 6.302-1. A determination by the Navy not to open the requirement to competition based upon the response(s) to this notice is solely within the discretion of the Navy.
