THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Harlan Laboratories, Inc., Indianapolis, IN 46250 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the procurement of #3305F Non-Swiss Albino NSA (CF-1) Mice on an as needed basis. The award will be an Indefinite Delivery/Indefinite Quantity Contract for a Base Year (12/16/2013 - 12/15/2014) and four (4) Option Years. An estimated quantity of 1,800 Mice, Female, 21-24 g, approx. 5 weeks old, will be ordered during each of the performance periods. The request includes Zip-top Shipping Containers with viewing windows and gel kits and freight costs. This request is for a sole source award to Harlan Laboratories based on the fact these mice have been purchased from this supplier for the past five years. NIEHS Investigators have existing and on-going research projects based on these specific mice in which baseline data is accumulated. A change in supplier would introduce variables that would completely invalidate and compromise the on-going research projects. Introduction of a different strain would result in loss of valuable research data, time, and resources. This notice of intent is not a request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Harlan Laboratories. The NAICS Code/Size is 112990/$0.75 Million. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures. There is no solicitation package available.
