NASA/MSFC has a requirement for the renewal of Hardware Maintenance of the ImaGen and iHawk rackmount Systems plus peripheral devices and NightStar Software.

NASA/MSFC intends to purchase this service from Concurrent Computer Corporation (CCC) on a sole source basis.

Competition is impractical for the following reasons:

1. CCC provides the ImaGen and iHawk systems with their proprietary RedHawk Linux real-time operating system as well as the certification for these systems. Because of the complexity of the real-time computing, the systems running the real-time operating system must be certified by the provider of the systems.

2. CCC's proprietary RedHawk Linux real-time operating system is the real-time operating system currently used throughout the Integrated Avionics Test Facilities (IATF) labs. They guarantee the real-time performance of these systems and the peripheral input/output (I/O) hardware meets these standards. They are the only provider that can provide the maintenance for this software and these iHawk and ImaGen systems as well as the peripheral I/O devices.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Renatta America by email, [email protected] no later than 4:30 p.m. EST on December 23, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
