The Naval Air Systems Command, Patuxent River, MD intends to issue a solicitation for the following hardware items to Telephonics, Corp., 815 Broad Hollow Road, Farmingdale, NY 11735 on an other than full and open competition basis for the procurement of the Integrated Aircraft Interface Unit (IAIU), part number CA6887-M1-CF0044-M30 and Enhanced Mobile Equipment (EME), part number ME6880-M1-CF0044-M25. This requirement is being issued as a synopsis in accordance with FAR 13. Telephonics, Corp. is the sole designer, developer and manufacturer of the AWICS TruLink system, as a result only Telephonics, Corp. has the requisite knowledge, experience, and technical data required to meet the Government's requirements on a timely basis. Therefore, a sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This synopsis is not a request for competitive proposals. However, all responsible sources may submit a capability statement which shall be considered by Naval Air Systems Command.
