The Air Armament Center, 708th Armament Systems Group, Eglin AFB FL, is contemplating issuing a modification to the existing contracts with Alliant Techsystems, Inc. and Thales Missile Electronics, LTD. for the Hard Target Void Sensing Fuze (HTVSF) Joint Capabilities Technology Demonstration (JCTD). The modification will add contractor effort resulting from an addition of Explosive Ordnance Disposal (EOD) Data Item Description (DID) as a Contract Data Requirement List (CDRL) to the existing contracts. This source data shall contain essential information that is used by the Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) to develop, test, validate and publish joint service non-nuclear EEOD 60-series technical manuals. EOD technicians shall use this data in support of testing, development and operational evaluation of the HTVSF. As the HTVSF JCTD contracts are being performed under a rolling down-select process, the Government intends to solicit and negotiate with only the contractors cited above under the authority of FAR 6.302-1(a)(2)(iii). Interested parties must have rights to the technical data package(s) for the HTVSF(s) or a signed agreement with the HTVSF contractor(s) to permit sufficient access to the fuze systems design(s). Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1.
