This publication serves as notice of intent to procure supplies and services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Washington State Department of Fish & Wildlife. The government intends to acquire supplies and services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct observations and collect observational data for Harbor Seals life history parameters, harbor seal capture in Gertrude Island, Eagle Island, Woodard Bay and Commencement Bay, WA. The Marine Mammal investigation program of Washington State Department of Fish and Wildlife is uniquely qualified to fulfill the obligations of this contract. Trained employees of Marine Mammal Investigation program of WDFW have collected observational and census data on harbor seals in the south Puget Sound during the breeding and non-breeding season for over 10 years, they are experienced in all aspects of the capture and handling of wild harbor seals. WDFW has provided their expertise in observations, necropsies, and wild animal capture for over ten years. This study is a long term continuing study and requires continuity of data collection and observation. Under this contract use of boats, blinds and vehicles will be provided by WDFW. The Government intends to negotiate a firm fixed price contract for base year plus one option year. Base year period of performance commencing approximately from June 15, 2011 through June 14, 2012. The North American Industry Classification System Code (NAICS) for this procurement is 541690 with a small business size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
