The 366th Financial Acquisition Squadron will be soliciting a Handyman Contract.  The Handyman Contract will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for non-complex construction projects that shall be awarded via individual task orders.

Task orders will provide a vehicle for execution of a broad range of projects, such as carpentry, road repair, roofing, excavation, interior/exterior electrical, steam fitting, HVAC, plumbing, sheet metal, fencing, demolition, fire protection specialist, concrete, masonry, and other projects.  In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure.

The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual task order. Contractor efforts may also include design, and work as described in individual task orders.Task orders on the Handyman contract will generally be for minimally complex construction, limited to a single discipline.

Locations of work will be at Mountain Home AFB, ID.

The cumulative Handyman value (combined value of all task orders from all awarded contracts) is not expected to exceed $2 million over a 2 year period with 3 one year options. The value of individual task orders will range from $2,000 to $30,000.

The ordering period is expected to be one (1) two (2) year period with (3) one year options beginning May 2021 and ending May 2023.

Work to be performed under the Handyman Contract will be within the North American Industry Classification System (NAICS) code 236220 “Commercial and Institutional Building Construction.” The small business size standard is $36.5 Million.

The solicitation is expected to be issued on or around 1 April 2021. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample project's specifications, will be available in electronic format, for free, only on the System for Award Management Beta Contract Opportunities Web Site at https://beta.sam.gov/.

Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In addition, offerors MUST register at beta.sam.gov in order to receive notification and/or changes to the solicitation. Lastly, contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered.
