NOTICE OF INTENT
Sole Source Contract

The United States Marine Forces Special Operations Command (MARFORSOC) aboard Camp Lejeune, North Carolina, anticipates contracting on a sole source basis with Keysight Technologies Inc. (CAGE: 7ZXR5) of Colorado Springs, CO to provide cellular surveying capabilities for the command’s Signals Intelligence (SIGINT)/Electronic Warfare Specialists. The North American Industrial Classification (NAICS) Code is 511210 (Software Publishers).

The intended award will result in a Firm Fixed Price (FFP) purchase order. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

Interested vendors may identify their interest and capability to meet the procurement requirements, as annotated in the attached required technical specifications. The proposed contract action is a notice of intent and is not a request for competitive proposals. However, all capability statements or proposals received prior to the closing of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose to determine whether to conduct a competitive procurement.
