Title: Request for Proposal: Hammerhead Program
Description(s): Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Unmanned and Small Combatants (PEO USC), Mine Warfare Program Office (PMS 495) is hereby issuing a competitive Request for Proposal (RFP). Hammerhead is a moored-torpedo variant mine system for intermediate to deep depths that has the capability to detect, classify, and defeat Anti-Submarine Warfare (ASW) targets. The effector is a MK 54 lightweight torpedo which is released to acquire and engage ASW targets. The conceptual physical configuration consists of a capsule module (to include the effector), a mooring module, an energy module, a sensor module, a command, control, signal processing and decision module, and a communications module; as well as associated support facilities and equipment and shipping containers.
The system is conceptually designed to be organic and modular; minimum modular components include the capsule module, energy module, mooring module, and the effector. The effector is a non-developmental item that the Hammerhead program will integrate with rest of the mine system to provide the required capability. Hammerhead will be deployed by an unmanned underwater vehicle to provide overt or clandestine standoff delivery of multiple mines.

Section J Attachments and GFI are provided via beta.SAM. All potential Offerors seeking access to the Section J attachments and the GFI shall submit a request through beta.sam for each restricted access attachment as well as the following via email to the Contract Specialist, [email protected], and to the Contracting Officer, [email protected]:
1. A completed Unclassified Terms of Use Agreement (Attachment A of this posting).
2. The name, email address, phone number, and company address for up to two (2) persons requesting access to the Section J Attachments. Once approved, these individuals will each have access to the Section J attachments through beta.sam. Individuals listed in the email must match those listed on the TOU.
3. A completed DD254 (Attachment 4 of this posting). Once the Governemt security office verifies the approprate information contained in the DD254, the classified annex will be mailed to the address listed on the DD254.
NOTE: Potential Offerors who have already submitted a TOU and DD254 under the pre-solicitation announcement and do not have any updates do not need to resend. Those potential offers need to request acess to the attachments through beta.sam and send an email to the Contract Specialist and Contracting Officer in order to get the updated attachments.
All questions should be received within fourteen (14) calendar days after receipt of RFP to allow the Government adequate time to prepare and issue responses to all Offerors prior to the proposal due date. Completed Question Submittal Forms shall be submitted via email to the Contract Specialist, [email protected], and to the Contracting Officer, [email protected]. Any questions or comments that are submitted may be publically released. All questions shall be submitted in accordance with the instructions found in Section L of the solicitation.
