(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for this requirement.

Interested parties who believe they can meet all the requirements for the items described in this combined synopsis/solicitation are invited to submit, in writing, a complete quote including delivery FOB Destination Edwards AFB CA 93524.
 
Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file s ize is 10MB. Emails over this file size will not be received. Submit only written offers: oral offers will not be accepted.
 
This solicitation is issued as a Request for Quote (RFQ).
 

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2020-04 and DPN 20190531 and AFAC 2019-1001.

(iv)  THIS REQUIREMENT WILL BE: 100% SMALL BUSINESS SET ASIDE AND IT IS A BRAND NAME REQUIREMENT. The North American Industry Classification System (NAICS) number for this acquisition is with a sizestandard 334111 of 1,250 employees.

(v) Description of items to be Acquired: The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for A Brand name Haivision Makito X Single DVI Encoder Appliance and 1 Year Maintenance & Support Program. The statement of requirements (SOR – Attachment 1) defines the specifications and the acceptability criteria.

(vii) Delivery Date: 30 DARO, no product is to be delivered until after data has been received by the government customer and an acceptable performance determination has been made. Quote packages SHALL include estimated lead/production times. Final delivery is anticipated to occur no later than 30 September 2020. However, please be advised that final delivery schedule could be extended out due to unforeseen circumstances.
 
Government Furnished Property (GFP) is not being authorized for this requirement.
