This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued (formal solicitation will be attached to this notice by COB 16 June 2015).

The Solicitation Number for this acquisition is W912BU-15-T-0043 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-78. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is a 100 % Small Business Set Aside; the NAICS code is 541690.

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for a contractor to provide all materials and labor and equipment necessary to provide an underbridge access unit, driver, and operator access to aid U.S. Army Corps of Engineers (USACE) bridge inspectors inspecting the following bridges: Falls River Dam Spillway Bridge, Fall River, KS and Birch Dam Service Bridge, Barnesdall, OK. The Contractor shall also provide intermittent traffic lane closures to aid USACE bridge inspectors inspecting the following bridges: Fall River Dam Spillway Bridge, Fall River, KS and Toronto Dam Spillway Bridge, Toronto, KS.

1.2 Duration and dates: The inspection is scheduled for the dates listed in the table below, but may be subject to change. Ten hour workdays are to be assumed.

1. Toronto Dam Service Bridge, Dates of Inspection: 29-30 June, Duration: 1.5* Days Equipment Needed: Traffic control equipment and flaggers.

2. Fall River Dam Spillway Bridge, Dates of Inspection: 30 June - 01 July, Duration: 1.5*# Days, Equipment Needed: UB-40, traffic control equipment and flaggers.

3. Birch Dam Spillway Bridge, Dates of Inspection: 02 July, Duration: 1# Days, Equipment Needed: UB-40.

* The contract duration assumes three (3) days total of traffic control for the base bid. One (1) additional option day may be exercised if necessary. A workday will consist of 10 hours. The contractor will be given 1 day advance notice of intent to award the option day for flagging services.

1.2.1 The contractor shall provide bridge inspection access equipment to include a UB-40 underbridge vehicle (see attached sketch). All safety equipment and procedures shall be in accordance with the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated November 2008. Each USACE inspector will provide his own safety harness. The Contractor is responsible for providing his own safety harness as well as any additional equipment necessary to perform safe operation of provided equipment.

1.2.2 The contractor shall provide traffic control equipment and properly certified personnel to perform daily intermittent lane closures in accordance with Kansas DOT Standard Drawing TE730-1 (see attached sketch). Single lane closures are required across the Toronto & Fall River Spillway Bridges. All safety equipment and procedures shall be in accordance with the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated November 2008. The Contractor is responsible for providing his own safety hard hat and reflective vest as well as any additional equipment necessary to perform safe operation of provided equipment.

1.2.3 Equipment needed to complete single lane closures across the 2 bridges will include at least the following items:
(a) 50 traffic cones
(b) 2 stop/slow paddles
(c) 1 truck mounted attenuator (no driver)
(d) 2 of each of the following signs: Road Work Ahead, One Lane Road Ahead,
Flagger

1.2.4 The Contractor is responsible for notifying the Kansas Department of Transportation of all intermittent lane closures.

1.2.5 The Contractor shall provide personnel at all times during intermittent closures to direct traffic through the closure. At no time will a full bridge closure be necessary or allowed.

All training and equipment must meet or exceed OSHA and ANSI requirements, and be in accordance with the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated November 2008 and FHWA's Manual on Uniform Traffic Control Devices (MUTCD). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-78. FAR Provisions and Clauses applicable to this acquisition are as follows (latest edition) are incorporated in their entirety.
