The purpose of this requirement is to acquire technical and management support services for the testing of recreational boats that are 20 feet or less in length and associated marine equipment to include personal watercraft. Boat testing shall be done within a 70-mile radius of the U.S. Coast Guard Headquarters at 2100 Second Street, SW, Washington DC. Boats may be purchased, or may be provided voluntarily by the manufacturer. Boats tested may be outboard, inboard, inboard/outboard, or manually powered. Testing is not done on canoes, racing boats, airboats or catamarans. The Contractor shall maintain a test facility, and purchase recreational boats and associated marine equipment, test/retest recreational boats and associated marine equipment purchased for testing in accordance with 33 CFR 183. This contract is performance based. This requirement is a total 8(a)set-aside for companies that are capable of providing the above services and meet the 70-mile requirement. The Small Business Administration has provided authorization for a competitive 8(a) contract. The NAICS code for this procurement is 541330. It is anticipated that the awarded contract will be for five years.
