The Government intends to issue a sole source purchase order for procurement of services by Perkin Elmer LAS, Inc, 710 Bridgeport Ave, Sheldon, CT 06484-4794 to repair, calibrate, and provide preventative maintenance for a Spectrum 2000 IR instrument, TAC controller TAC7DX, TGA7 Thermo-Gravimetric Analyzer, Intercooler 2 Cooling system, and a Diamond Differential Scanning Calorimeter. This machine is currently is utilized by the 648 AESS/YASMT Lab to satisfy mission requirements. The 311 Human Systems Wing/PKBA intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Perkin Elmer is the sole manufacturer/servicing authority for their equipment.
