The U.S Department of Homeland Security, National Acquisition Center, U.S. Customs and Border Protection (CBP) intends to negotiate a Sole Source, Firm-Fixed Price, Commercial type contract with The American Association for Laboratory Accreditation (A2LA) in accordance with FAR Part 6. Multiple awards are not being sought. The requirement is: for granting accreditation based on assessment (Chemical and Mechanical) of 7 CBP Laboratories and Scientific Services. The accrediting body shall assess LSS laboratories compliance to ISO 17025:2005. LSS laboratories are currently accredited to the 1999 version of the standard, which expires April 30, 2007. A2LA is the only company that is an International Laboratory Accreditation Cooperation (ILAC) Signatory and is able to provide accreditation by May 1, 2007. This Notice of Intent is not a request for competitive quotes. Any firm that believes it can meet the requirements of this Notice must provide written notification to the Contracting Officer by February 2, 2007. A firm submitting information should provide supporting evidence in sufficient detail to demonstrate the capability of the firm/product to provide equal service. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
