NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-09-10687 and the solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. The associated North Industry Classification System (NAICS) is 541380 and the business size standard is $12.0 million. Full and Open Competition will be utilized for this procurement. A firm fixed price contract using Simplified Acquisition Procedures and FAR Part 12 is anticipated to result from the award of this solicitation. The U.S. Environmental Protection Agency (EPA), Research Triangle Park, North Carolina is responsible for procuring, testing, and distributing filters of high purity to the State/Local air pollution control agencies. The quartz filters are used with a size selective samplers (SSI) to collect PM-10 (particular matter with an aerodynamic diameter less than or equal to nominal 10 micrometers) samples. The glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. The Teflon filters are used with a sampler to collect PM ? 2.5 (particular matter with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers) samples. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. EPA usually obtains filters each year from a contractor and has them shipped to EPA for acceptance testing. If the acceptance testing confirms that the filters meet EPA?s specifications for physical and chemical properties, the contractor shall ship the filters to the State/Local air pollution control agencies. Evaluation Criteria: The Government will make an award to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. For this Request for Quotation, all evaluation factors other than cost or price when combined are significantly more important than cost or price. This procurement will be awarded on a best value basis per the following evaluation criteria: 1) The Contractor shall submit a technical approach that demonstrates an understanding of the statement of work; proposed accomplishments by task and conclusion of each task. Offeror shall have knowledge of testing methods required in the statement of work for testing filters. 2) Past Performance - The Contractor shall submit three (3) references which demonstrate previous experience performing similar type of work (testing of filters). Include telephone number, name of contact, service provided, and date(s) service was provided.
