The Mission and Installation Contracting Command - Fort Lee intends to issue a sole source award to Penn Foster, Inc., 925 Oak Street, Scranton PA, 18515 for the purchase of Gunsmith Credentialing services. The services shall assist the Conventional Weapons Division (CWD) in managing the complete Gunsmith/Military Conventional Weapons certification process: developing courseware solutions to meet needs, the actual instructional process, and measuring success towards desired goals and results. Services shall provide targeted performance-based training to a total number of 693 trainees in a self-directed program encompassing a total of 20 study lessons, each taking approximately five hours to complete. The training program will be tailored to the needs of the CWD.

The anticipated period of performance for the subscriptions will be 12 August 2016 - 11 August 2017.

This is not a request for competitive quotes and no solicitation is available. The Government intends to acquire a commercial item using FAR Subpart 13.5 and intends to procure from only one source under the authority of FAR 13.501(a)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirements. Interested vendors may submit their capabilities and qualifications to provide the requirements in writing to [email protected] no later than 8:00 AM EST, 11 August 2016. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for quote will be issued based upon this Notice of Intent.
