The 11th Contracting Squadron at Joint Base Andrews (JBA), Maryland intends to award a sole source firm-fixed price contract (based on availability of funds), to Flightsafety International Inc. for a Gulfstream 550 Graphical Flightdeck Simulator (GFS).

JBA hosts a fleet of Gulfstream 550 (C-37B) aircraft. The pilots and flight engineers assigned to the C-37B fleet require a simulator that will facilitate proficiency training on pre-flight, flight, and emergency procedures. Flightsafety International Inc. is the official factory authorized training organization for Gulfstream Aerospace Corporation; they design and manufacture full flight simulators for military aircraft programs. GFS is a fully interactive system that provides a realistic view of the cockpit and flight controls; it performs most tasks specified in the National Business Aviation Association (NBAA) Automated Flight Deck Training Guidelines that will support the training requirements at JBA.

This purchase will be made under Simplified Acquisition Procedures - Sole Source Acquisitions in accordance with FAR subpart 13.501(a).

Please note that this is not a request for competitive proposals. However, all interested parties who believe they can provide a product that meets the required capabilities are invited to submit, in writing, complete information describing their product capabilities. Submittals must be received by 26 September 2018 at 4:00 PM EST. Information received will be reviewed to determine the feasibility of a competitive procurement.
