A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Northern Research Technical Assistance Center, DUNS: 079181201 FOR : $48.500 ON: 7/24/2019 NAICS: 541620 Environmental consulting services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Northern Research Technical Assistance Center (NORTAC) has been conducting seabird colony count surveys in Prince William Sound (PWS) for the National Fish and Wildlife Foundation in collaboration with the Exxon Valdez Oil Spill (EVOS) Trustees Council and the US Fish and Wildlife Service (USFWS) since 2014. Prior to NORTAC’s involvement, the USFWS was responsible for collecting and reporting these important data which are used to monitor broader trends in the Gulf of Alaska for the USFWS and the EVOST Trustees Council. Owing to turnover in staff and decreases in funding levels, the USFWS now lacks capacity and internal funding to continue this important research and has come to rely on partners for both data collection and funding. NORTAC is uniquely qualified to conduct this research because (i) they have been conducting these surveys and data management since 2014, (ii) are in sole possession of the mapped colony plot locations, and (iii) have the knowledge and experience conducting census counts and productivity monitoring of seabirds at specific locations in PWS.
