The Mississippi Air National Guard – (186th Air Refueling Wing) intends to award a sole source, Firm-Fixed Price (FFP) purchase to Guardian Center for a full range of space and other related support services to satisfy the overall exercise objectives. Additionally, the vendor will provide a signed sales agreement/letter of intent prior to the contract being issued. Award will be made using Simplified Acquisition Procedures. The proposed action will be solicited on a basis of other than full and open competition pursuant to FAR 6.302-1. To date, market research has not identified any other sources capable of meeting the following requirements: 1) Provide lodging, latrine and shower facilities for 336 exercise participants and Observers Controllers, 2) Provide structural collapse venue and materials for Shoring and materials for exercise breaching for US&R and FSRT to respond to, 3) secured facility, 4) Facility must be in the Middle Georgia area, still within the state of Georgia and 5) immediate availability.

This notice is not a request for proposal. Telephonic inquiries will not be returned. Potential offerers will be required to submit a Statement of Capability (SOC). The SOC shall include the following information: (1) Core Competencies: (a) Design and Development of unique training components. (2) Past Performance: List past customers within the past three years for whom your company has done similar work. Potential offerers shall limit the SOC to 5 pages. Interested, responsible parties may submit a capability statement to the Contracting by email no later than 10:00 AM 14 February 2020.
