Description

[NOTICE OF INTENT] - The Social Security Administration (SSA) intends to procure an additional 2778 IBM MIPS million instructions per second (MIPS) of maintenance capacity for Ivory BMS/TS software on a sole source basis from GT Software, Inc., located at 6255 Barfield Road, Suite 200, Atlanta, Georgia 30328. The circumstances of this procurement justify acquisition on a sole source basis. The authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) 13.106(b)(1)(i).

Currently, SSA owns the right to use Ivory BMS/TS Package software by GT Software, which is installed on System 93 in SSA's Second Support Center. SSA requires an additional quantity of 2,778 MIPS from 15,126 IBM MIPS to 17,904 IBM MIPS. Secondly, the agency requires a quantity of three months maintenance due to upgrade. The place of performance is SSA's Second Support Center, Durham, North Carolina. The period of performance for the proposed firm-fixed price award is from 09/20/2014 through 11/01/2014.

This software is proprietary and as such GT Software has an exclusive right and does not authorize resellers or other entities to maintain Ivory BMS/TS software. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.

This is not a request for quotation; rather, this posting constitutes SSA's notice of intent to procure on a sole source basis with GT Software, Inc. for the above specified requirement. SSA does not intend to pay for any information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, then it will issue a sole source award to GT Software, Inc.

Interested vendors must submit responses to this notice by 1200 EST on 08/29/2014. SSA will not honor or acknowledge requests for copies of a solicitation. Oral communications are not acceptable.
