THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special notice is for informational purposes only. The USDA-ARS-NCAUR- PEORIA, IL intends to award a sole source procurement to Growth Curves USA, 11 Blueberry Ct., Piscataway, NJ, 08854, pursuant to the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The award will be for an automated microbiology growth curve analysis system to be used in the Bioenergy Unit in Peoria, IL. The growth curve analysis system will include research applications for screening of novel bacterial and yeast strains, media optimization, microbial process optimization, impact of hydrolysate treatments on cell growth, enzyme and other colorimetric assays in the visible range. The growth curve system must be able to continuously measure optical density to monitor cell growth in up to 200 independent cultures; must be specifically designed for initial growth curve experiments; must be designed with heating elements above and below the plate to prevent liquid condensation on the lid during extended incubations; must be capable of determining growth curves for anaerobic (in the absence of atmospheric oxygen) as well as aerobic microorganisms; must be capable of precise incubation control with a variation of no more than +/-0.1 degree C; must have multiple wavelength capability (transmission); and must be capable of temperature control at and below ambient temperature as well as above ambient temperature. The Government intends to award a firm fixed price Purchase Order for the growth curve analysis System using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.

Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The government will consider all responses received by 12pm CST, July 24, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement. If no written responses are received after the publication of this notice, the purchase will be awarded without further notice.
