v. The USDA-Agricultural Research Service intends to issue a firm fixed price purchase order award for the acquisition of a large and/or small Growth Chamber. Interested vendors will provide a quotation for the following growth chamber (s) per these specifications:
1. ONE EACH: Specifications for large (15 sq. ft.) Growth Chamber:
a. Exterior dimensions: NTE 106"W X 38.5"D X 78"H. Very small deviations may be acceptable but must be compatible with our current configuration and door opening limitations.
b. Interior dimensions: at least 15 sq ft; larger is preferable. Growth height of at least 50".
c. Lighting: provided by a mix of fluorescent and incandescent or halogen bulbs. Minimum intensity of 875 µMol/s/m². Lights to be in a counterbalanced unit that allows for variable heights above the plants.
d. Temperature range: 4-40 degrees C (or greater range) w/lights off; 10-40 degrees C w/lights on.
e. Control system: must enable independent, programmable control of temperature and lighting intensities at user-selected times. Ramping between set points is necessary.
f. Cooling system: water cooled.
g. Growth area access: two large doors of at least 26"W x 48"H.
h. Other: construction must be all metal (no wood). No mechanical or electrical components are to be located below the growth floor (to reduce water damage to components and to enable servicing without removing plants.
i. Warranty at least 2 years parts and labor.
AND/OR
2. ONE EACH: Specifications for small (6.5 sq. ft.) Growth Chamber
a. Exterior dimensions: NTE 42"W X 34"D X 79.5"H. Very small deviations may be acceptable but must be compatible with our current configuration and door opening limitations.
b. Interior dimensions: at least 6.5 sq ft. Growth height of at least 42".
c. Lighting: provided by fluorescent or a mix of fluorescent and incandescent. Minimum intensity of 600 µMol/s/m².
d. Temperature range: 4-40 degrees C (or greater range) w/lights off; 10-40 degrees C w/lights on.
e. Control system: must enable independent, programmable control of temperature and lighting intensities at user-selected times. Ramping between set points is necessary.
f. Cooling system: air cooled or water cooled.
g. Growth area access: complete access via door approximately the size of the interior space.
h. Other: construction must be all metal (no wood). No mechanical or electrical components are to be located below the growth floor (to reduce water damage to components and to enable servicing without removing plants.
i. Warranty at least 2 years parts and labor.
vi. All items shall include shipping costs FOB Destination to USDA-ARS, Aberdeen, Idaho.
vii. Delivery within six (6) weeks from award.
viii. Warranty: minimum two (2) years, but a longer warranty is preferred.
ix. The clauses 52.214-4, Contract Terms and Conditions - Commercial Items and 52.214-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition. Other clauses may be included in the award if applicable.
x. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous tothe Government, price and other factors considered.
