This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-003-32SC-13 00006 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-64. The NAICS code applicable to this acquisition is 236220 and the annual size standard for this project is 33.5 million. This procurement is set aside for small business.

The U. S. Department of Agriculture, Agricultural Research Service (ARS), US Horticultural Research Laboratory (USHRL), is issuing a Request for Quotes (RFQ) for project entitled: Growth Chambers. This project has several Phases. The work includes but not limited to furnishing all labor, supervision, materials, tools, equipment, transportation, schedule, work plan and other necessary work to assure effective performance for the renovation two (2) existing growth chambers 1086 and 1088 located at US Horticultural Research Laboratory, 2001 South Rock Road, Fort Pierce, FL 34945.

The total period of performance is 120 calendar days after receipt of Notice to Proceed (NTP)

The Magnitude of Construction is estimated between $25,001to $100,000. All responsible businesses meeting the requirements may submit an offer which shall be considered by the agency. This is a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-66 and is being conducted according to FAR Part 13, Simplified Acquisition Procedures.

It is the responsibility of the contractor to check the FBO website at: www.fbo.gov, for any amendments that may arise from this solicitation.

A pre-bid site visit is NOT scheduled; however, it is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a quote. Quotes will be due by 3:45 PM (EST) on June 17, 2013. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration (including representations and certifications) at the System for Award Management website at www.sam.gov in order to receive a contract award under this solicitation.

This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
