Notice of Intent:
The USDA, ARS, MSA intends to award a sole source procurement to Controlled Environments, #2-572 South 5th Street, Pembina, ND. 58271, as they are the sole source for this particular growth chamber that must be compatible to our existing equipment, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. As this is a replacement for an existing piece of equipment, size constraints dictate this unit must not exceed 36" deep x 80" wide and must be compatible with all exhaust and motor units so that it can be connected to the existing system already in place. This unit must also have two lockable compartments and for security reasons the control system must be secured with password-protected entry. As this a replacement of an existing piece of equipment, Conviron is the only source that has the unique requirements and qualifications and is compatible with our existing equipment used in our research lab and they are the only manufacturer in this sector that is fully ISO9001, NRTL and CSA certified that assures both quality and safety required standards have been met.
The Government intends to award a firm fixed price Purchase Order on or about August 01, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, July 31, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
