CITY OF GRESHAM GROUNDWATER DEVELOPMENT PROJECT PACKAGE NO. 6 Bids due 2:00 pm, November 8, 2022 NOTICE TO CONTRACTORS CIPWT00A36 Sealed bids for the GROUNDWATER DEVELOPMENT PROJECT PACKAGE NO. 6 will be received at the front desk in the main lobby of Gresham City Hall, 1333 N.W. Eastman Parkway, Gresham, Oregon 97030, addressed to Wendy Andaya, until Tuesday, November 8th, at 2:00 p.m. local time. Late bids will be retained unopened. The bids will be publicly opened immediately thereafter in Conference Room 1A. The Engineer's Estimate for this project is $6.3 to $7 million. The character of the work is CONSTRUCTION OF A WELL PUMP HOUSE AT CASCADE WELL NO. 9 IN KIRK PARK AND THE ASSOCIATED SITE DEVELOPMENT (SCHEDULE A), AND RAW WATER TRANSMISSION MAIN PIPING AND DISTRIBUTION SYSTEM PIPING UPGRADES (SCHEDULE B). [email protected]. The project completion timeline shall be 514 calendar days after Notice to Proceed, but no later than July 3, 2024. Contract terms, conditions and specifi cations may be reviewed at the office of the Department of Environmental Services at Gresham City Hall. The apparent low bidder will be required to have the current edition of the City of Gresham Public Works Standards. This project is funded in whole or in part through the United States Environ mental Protection Agency (EPA)'s Water Infrastructure Finance and Innovation Act (WIFIA). Special equal opportunity requirements imposed by that agency are contained in the bid documents, and bidders are cautioned to examine them carefully in preparing their bids. As such, all work on this project is subject to WIFIA requirements such as the Federal American Iron and Steel (AIS) requirements, as well as all other WIFIA requirements such as Davis-Bacon Wage Rates. Materials specified to be incorpo rated into this Project shall meet the AIS requirement of P.L. 113-76, Consolidated Appropriations Act, 2014. The Contractor shall adhere to all requirements stated within the Specifications and other WIFIA requirements. Each bid form shall include specific acknowledgment, in the space provided, of Contractors' understanding of the WIFIA funding requirements. Failure to so acknowledge may result in the bid being rejected as not responsive. A MANDATORY pre-bid conference will be held on Wednesday, October 19, 2022 beginning at 10:00 AM at the Well No. 9 Site in Kirk Park, 1087 NE 188th Avenue, Gresham, Oregon 97230. All bids must be submitted on the forms furnished by the City of Gresham, mailed or delivered in a sealed envelope plainly marked "SEALED BID for GROUNDWATER DEVELOPMENT PROJECT PACKAGE NO. 6" and bearing the name and address of the bidder. The bid must be accompanied by a certified check, cashier's check or bid bond in an amount not less than ten percent (10%) of the total bid. This Project is for a public work and is subject to ORS 279C.800 to 279C.870, the Oregon Prevailing Wage Law. This project is also federally funded and thus subject to prevailing wage rate require ments under the Davis-Bacon Act (40 U.S.C. 3141 et seq.). Each workers in each trade or occupation that the contractor, subcontractor, or other person who is a party to the contract uses in performing all or part of the contract, must be paid not less than the higher of the applicable state or federal prevailing rate of wage. The applicable state or federal prevailing wage rate for this project shall be the most current wage rates published before the date of bid opening.
