The Federal Bureau of Prisons has a requirement for a Firm Fixed Price contract for ground keeping and landscaping services at the Metropolitan Detention Center, located at the intersection of Road 28 and Road 165, Guaynabo, Puerto Rico, 00956. The small business size standard for this requirement is $7.5 million and the NAICS is 561730. It is estimated that the contractor will perform 5,040 yearly hours with a five person crew during a nine-month performance period. These hours are estimates only. Duties include, but are not limited to the contractor providing all labor and personnel protective equipment for their employees in the performance of the following: mowing, edging, trimming, weed control, prune shrubs and ornamental plants, tree trimming, pressure washing, painting, solid waste collection, and disposal on all outside grounds within a 10-acer facility. All Bureau of Prisons security standards and procedures will be complied with by the contractor's. All contractors will be licensed in the Commonwealth of Puerto Rico, meet all regulatory, and license requirements in that location. All contracted ground employees will be tested for use of illegal drugs. The contractor will be responsible for orientation of employees within this contract. This orientation must be sufficient to ensure that all groundskeepers comply with all contract-established rules and procedures. The contractor will provide a contact person 24 hours a day, seven days a week. The contractor will provide adequate supervisory personnel to insure frequent and random security checks on employees. The work is expected to start on or about January 1, 2019, for nine months. Each contract worker will be required to submit to security clearance requirements.
