The U.S. Department of State intends to award a noncompetitive contract to PETROPAC, S.R.L., La Paz, Bolivia, using commercial item procedures authorized by FAR Part 12 based on the firm's unique capabilities for providing fuel to the Government of Bolivia. The contractor will be required to provide the required fuel (regular unleaded gasoline, est. 250,000 liters per year; regular diesel fuel, est. 22,000 liters per year; liquid petroleum gas, est. 18,000 kilograms per year), for a one year period starting June 15, 2010, with three one-year options. The fuel will be used during operations conducted by the Government of Bolivia under the programs of the Narcotics Affairs Section, U.S. Embassy, La Paz, Bolivia, pursuant to a foreign assistance program. Fuel must be provided at 32 locations throughout Bolivia. The contractor shall provide all required labor, personnel, management, oversight, and materials, including provision of fuel through a network of local suppliers. The contractor will be required to interface between refineries and service stations in Bolivia to ensure availability of fuel when needed. The contract type will be fixed-price with economic price adjustment. The Government plans to conduct this acquisition using the authority in FAR 6.302-1.
