This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Gregory Poole Equipment Company, 4807 Beryl Road, Raleigh, NC 27606, for the acquisition of a motorized hand reach stacker.

MRW030-E Gregory Poole Yale Stacker, includes Prep for MSW025-030F,040E; Battery and Charger.

Salient Characteristics: The stacker must be a 24volt electric motorized hand truck with lift, lower, tilt, reach and retract capability with a 3,000lb. weight capacity, 73-inch height at its lowest point, 64.4-inch wheelbase, 24-inch load center, and 50-inch free lift.

The Gregory Poole Yale Stacker is required for the day to day warehouse operation. This equipment is critical and essential for the use of moving products in an efficient fashion and maintaining an effective and productive workflow in the NIEHS warehouse, located in RTP, NC.

The walking reach-lift is best suited for current situation in the NIEHS warehouse. It has the ability to maneuver more confined area without giving up any of the power of larger full sized lift-trucks. The walking reach-lift has the capability of lifting full pallets up to 3000 lbs and extending and safely placing them in the warehouse racks and the newly required sensitive equipment. The recently added sensitive X-ray machine requires lift and reach to load and unload operations. The walking reach-lift is safer for warehouse personal and equipment. than the current operation with having to use a full sized lift-truck, and requiring a driver to have specialized training and certificates.
The applicable North American Industry Classification System (NAICS) Code for this acquisition is 532490 "Other Commercial and Industrial Machinery and Equipment Rental and Leasing" and a Size Standard of $325K.

The anticipated delivery time is 14 Weeks, ARO.

NIEHS will solicit and negotiate directly with Gregory Poole Equipment Company and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
