This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. The Bureau of Land Management (BLM) is seeking quotes for the purchase of 800 tons of hay with an option for an additional 200 tons. The purchased hay shall be delivered to Delta Wild Horse and Burro Facility in Delta, Utah. The required specifications are listed in the attached document. The solicitation number is L17PS00408 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 111940 with a small business size standard of $0.75 million. This requirement is a Small Business set-aside and only qualified offerors may submit proposals. The contractor shall provide a partial delivery by May 10, 2017 with a complete delivery by July 30, 2017. The Government intends to make an award to the responsible offer whose quote represents the best value to the Government using the lowest price technically acceptable (LPTA) process.
