MODIFICATION 1 IS BEING ISSUED TO EXTEND THE DATE OFFERS ARE DUE TO APRIL 21, 2021. NO OTHER CHANGES HAVE BEEN MADE.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0031 is issued as a request for quote(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. It is the offeror’s responsibility to be familiar with the applicable provisions and clauses. The clauses may be accessed in full text at www.acquisition.gov/far and www.acquisition.gov/agar. This solicitation is 100% set aside for small business. The associated NAICS code is 311119; the small business size standard is 500 employees.

The government intends to issue an Indefinite Delivery-Indefinite Quantity firm fixed price purchase order.  The basis for award will be lowest price technically acceptable (LPTA).

The USDA-ARS in Ames, Iowa, has the need for the following:

CLIN 0001: Grass-Alfalfa cubes

CLIN 0002: Timothy cubes

See attached specifications document for requirements.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

The basis for award is Lowest Price Technically Acceptable (LPTA). LPTA means the best value is expected to result from selection of the technically acceptable offer with the lowest evaluated price.

DOCUMENTS TO BE INCLUDED IN QUOTE: Quote must be submitted on form SF-1449 (attached). In order to be considered for award, Offerors shall provide 1) technical specifications; 2) price; 3) completed Representations and Certifications (FAR 52.212-3, attached), 4) completed price schedule (attahced), and 5) company's DUNS number. Quotes must include all fees, delivery charges, and/or surcharges. Quotes must be valid for a minimum of 30 days.

REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.

To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer. REGISTRATION IS FREE.  For assistance with SAM call 1-866-606-8220 or go to www.sam.gov. 

The submission and payment of invoices on the resulting contract will be made through the Department of Treasury’s Invoice Processing Platform (IPP) at ww.ipp.gov. As such, vendors must be registered in IPP to submit invoices for payment on any resultant contract.
