Pre-solicitation Notice: Google Analytics
This proposed contract action is for IT Maintenance Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to IDENTIC. No other supplies or services will satisfy the government's needs. The Centre for Biological Information Technology is the only manufacturer of the Lucid Mobile. This is a requirement of the USDA-APHIS, PPQ, S&T and ITP branch at Fort Collins, Colorado. The requirement is for the following:

Lucid - Mobile Edition
The ability to quickly identify plant or animal species or to rapidly diagnose crop disorders can be critical to many land management or biosecurity operations. The mobile version of the world's leading Lucid3 identification and diagnostic software, Lucid Mobile, provides the technology to support those individuals requiring in-field and offline identification and diagnoses.
Lucid Mobile Technology
• Platforms: Currently Apple's iPhone/iPad and Google's Android are the leading platforms of choice. Therefore, Lucid Mobile technology will be offered on both platforms.
• Distribution: Apple iTunes and the Google Market are the only real choices for distribution.

And incorporates the following Lucid Mobile Benefits
• Allows Lucid identification technology to cover all current user spaces: desktop (offline), internet-based, and mobile devices.
• Identification and diagnostic keys can be taken from the desktop and into the field, then back to the desktop.
• Existing Lucid3 keys can be converted to the new mobile format to meet the increasing demand for mobile-based technology.
• Mobile Lucid keys and/or content could be dynamically accessed when an internet (w-ifi or cellular) connection is available.
• Mobile Lucid keys can also be easily and seamlessly taken into the field and be used without need for wi-fi or high-speed data access and Includes Google Analytics integration

This notice of intent is not a request for competitive proposals. However all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
