The United States Special Operations Command (USSOCOM) Directorate of Procurement is increasing the value of the Ground Mobility Vehicle version 1.1 (GMV 1.1) contract, H92222-13-D-0013, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source, which was awarded on 23 August 2013 to General Dynamics Ordnance and Tactical Systems (GDOTS). An increase of approximately $176,100.00 is anticipated and will increase the quantity of Armor B-Kit Prototype for production qualification testing from 3 to 6. The increase will result in an estimated contract value of $564.5M. This increase is required in order to test the armor itself as well as the armor applied to the vehicle, conduct Production Qualification Testing (PQT) at multiple test sites, run the necessary test miles and events, and be able to remain on program schedule to meet the required delivery schedule of the production vehicles. Substitution of these items with incompatible products would void test results utilized for safety release and fielding to Special Operations Forces. The pursuit of full and open competition would result in unacceptable delays and substantial duplicate costs.
