Notice of Intent to Sole Source FA4452-10-F-0007- Global Decision Support System (GDSS) Functional Helpdesk Services

The Department of the Air Force, 763d Specialized Contracting Squadron (SCONS), intends to issue a sole source, firm-fixed modification to contract FA4452-10-F-0007, extending GDSS support for a four-month period, 01 Oct - 31 Jan 15.  This extension will be accomplished via FAR 52.2-17-8, Option to Extend Services clause.  This sole source modification will be issued to Tri-Cor Industries, Inc. to continue to provide functional support services for United States Transportation Command's (USTRANSCOM's)  classified and unclassified Global Decision Support System (GDSS)  and AMC's Mobility Enterprise Information System (MEIS) program managed by Headquarter Air Mobility Command (HQ AMC), Program and Integration Branch (A6IM) .  Key purposes of the functional support include;

•·         Providing subject matter expertise (SME) for Functional Help Desk support services.

•·         Providing system/application and database access account management support for GDSS, Advanced Computer Flight Planning (ACFP), Consolidated Air Mobility Planning System (CAMPS) and the Mobility Enterprise Information Service (MEIS).

•·         Providing operational validation for GDSS using GDSS user manual, release fielding plan and approved test cases.

The Government plans to issue a sole source modification to one source, Tri-Cor Industries, Inc. at current contract prices and make an award for this requirement under the authority of FAR 6.302-1 and 41 USC 253(c)(1).  Interested sources with the capability to perform this requirement for this four month period may submit a capability package outlining their experience and expertise.  This is not a request for competitive proposals.  Solicitation packages are not available.  Responses received in relation to this notice will be reviewed; however, ultimate determination regarding this sole source procurement requirement rests with the Contracting Officer.  Responses must be received by 09 May 2014, 12:00 PM CST.
