THIS RFQ/SOLICITATION HAS BEEN CANCELLED IN IT'S ENTIRETY THIS RFQ/SOLICITATION HAS BEEN AMENDED TO CHANGE THE "QUESTIONS REGARDING RFQ" TO READ AS FOLLOWS: QUESTIONS REGARDING RFQ A.  Prospective offerors should submit any questions regarding this RFQ in writing to the Contracting Officer, Rosalind Hicks, at:  [email protected]  B.  Questions must be received by 2 pm (EST), Thursday, September 18, 2014 to ensure a timely response.  Questions received after that date may not be answered prior to the date established for the receipt of proposals.  Questions should be e-mailed to Rosalind Hicks at [email protected]: please reference RFP no. SAQMMA14Q0081 on the subject line. THIS REQUIREMENT IS SET ASIDE FOR SERVICE DISABLED VETERANS SMALL BUSINESS ONLY ALL QUESTIONS SHOULD BE SUBMITTED IN WRITING, NO TELEPHONE CALLS WILL BE ACCEPTED. The United States Department of State has a requirement to establish a labor hour IDIQ task order under GSA MOBIS achedule. The attached Performance Work Statement (PWS), Attachment A, details the services required from the offeror. This RFQ has a Security Clearance Requirement. Contractor personnel assigned to this contract shall posess a Secret Level Clearance at time of award. The primary mission of the Global Counterterrorism Preparedness Forum (GCTF) is to forge partnerships with non-state actors, multilateral organizations, and foreign governments to advance the counterterrorism objectives and national security of the United States. Working with the U.S. government counterterrorism team, CT takes a leading role in developing coordinated strategies to defeat terrorists abroad and in securing the cooperation of international partners. At this time, CT requires a wide range of technical and substantive expertise to effectively drive all current GCTF initiatives and those in the pipeline. Requirement includes access to a broad corporate skill set, reach back, and depth of readily available subject matter experts. Requirement also includes providing pool of expertise on short notice. The objective for this task order is to acquire support services for an integrated platform of ongoing and short-term technical assistance needs in order to support the day-to-day functioning of the Administrative Unit and execute technical interventions in support of the GCTF and GCTF Working Groups. This program has a secret clearance requirement
