Sealed Bids for the Girard Park project will be received by the Shenandoah Borough online via the PennBid Program or hard copy submission, until Wednesday, July 15, 2020 at 12:00 P.M. (prevailing time). Bids will be publicly announced on Monday, July 20, 2020 at 7:00 P.M. during the regular meeting of Shenandoah Borough to be held at 15 West Washington Street, Shenandoah, PA 17901. All bids will be read aloud at Borough meeting. Thereafter, bid results will be available online at http://PennBid.ProcureWare.com. The project includes ADA Parking, ADA Access, basketball court rehabilitation and new basketball equipment, installation of fencing and other associated site work. The particular items of work for the contract are identified more specifically in the Bid Format, Contract Specifications and Contract Documents. The owner will furnish those materials listed in the project documents. Contract will be awarded to the lowest respective bidder. Contract documents may be obtained either electronically at no cost at http://PennBid.ProcureWare.com OR a hard copy can be obtained and submitted to the engineer’s office of Alfred Benesch & Company, 400 One Norwegian Plaza, Pottsville, Pennsylvania 17901, 570-622-4055 for the non-refundable fee of $150.00 per set. A fee of $25 for postage and handling will be charged to bidders wishing to receive the documents by mail. All bidders shall register with the engineer’s office. Only registered bidders will receive notification of Addenda to the bid documents. Failure to register, as a prospective bidder will result in Addenda not being received, which may result in a rejected bid. THE SUCCESSFUL BIDDERS will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation by Section 3 residents and businesses, and related matters. The Contractor will be required to comply with the Provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations, and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. However, the award of the contracts may be delayed by required approval of another government agency or closing on the project funding loans.
