NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." This requirement is for the G-III SCRAT Program for aircraft number N804NA for the following items:

• Qty 1 - Level-III: Applications & Enhancements Software and Hardware Warranty and Maintenance Support for our Flight IMUX-G2 PC System (S/N: G2-0179)
• Period of Performance: Date of Award to 12/23/2017

• Qty 1 - Level-III: Applications & Enhancements Software and Hardware Warranty and Maintenance Support for our Spare IMUX-G2 PC System (S/N: G2-0299)
• Period of Performance: 12/24/2016 - 12/23/2017

• Qty 1 - Level-III: Applications & Enhancements Software Support for our 4 OMEGA Thin Client Licenses; to Smartronix, Inc., 44150 Smartronix Way, Hollywood, Maryland 20636-3172.

• Period of Performance: Date of Award to 12/23/2017

Justification is based upon the following facts: 1. Smartronix, Inc. developed and owns the exclusive proprietary hardware and software for this product and is the only vendor qualified to provide the software and technical support. 2. There are no other products available that perform the same function as the Smartronix, Inc. hardware and software. In addition, time constraints and extensive costs for the replacement of this hardware and software would jeopardize mission schedules. These reasons justify procuring the required services exclusively from Smartronix, Inc.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PT on September 20, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
