The Forest Service would like to offer a unique opportunity to provide services on the Mount St. Helens National Volcanic Monument. This Request for Expressed Interest (RFEI) invites submission of concepts that would re-imagine the Coldwater Visitor Center and surrounding area on the Mount St. Helens National Volcanic Monument (Monument), part of the Gifford Pinchot National Forest (GPNF). The forest seeks proposals from individuals, governmental, and quasi-governmental agencies, and non-profit or for-profit organizations and educational institutions. Creative responses to this request may accommodate a single management entity or multiple entities. The forest is interested to see what visions there are for the Coldwater Visitor Center facility, and how that vision could be achieved. The Forest is open to new and innovative ideas. The ideas brought forward need not be limited to the Coldwater Visitor Center building, however it should be a prominent component. Responses to this request may identify use of just the Coldwater Visitor Center or contemplate the use of adjacent or nearby recreation developments in the Hwy 504 corridor of the Monument in addition to the facility.

This RFEI is not intended as a formal offering for the award of a contract or for participation in future solicitation. The forest reserves the right, at its sole discretion to: withdraw the RFEI and/or not issue any related or other Request for Proposals; use the ideas or proposals submitted in any manner deemed to be in the best interest of the Forest Service, including, but not limited to, the undertaking of the prescribed work in a manner other than that which is set forth herein. The forest likewise reserves the right at any time to change any components, concepts, or approaches of the RFEI. All costs associated with responding to the RFEI are the sole responsibility of the respondent and any such costs shall not be reimbursed by the Forest Service.
A site visit with Forest Service staff will take place on June 25, 2019. During the site visit, interested parties will be able to tour the entire Coldwater Visitor Center, including the basement area that is normally closed to the public. Please RSVP to [email protected] by June 18, 2019.
The Forest Service asks interested parties to provide notice of their interest regarding this opportunity by submitting Expressions of Interest via mail or hand-delivery no later than July 31, 2019, 4 pm PDT, to:
