This is a Notice of Contract Action (NOCA), not a solicitation for proposals. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the USAF's intent of contract action and possibly gain knowledge of other potentially qualified sources and business size classifications (small business, large business, etc.). Please do not request a copy of a solicitation, as one does not exist.

This Notice is as follows: The AFTC Contracting Directorate (AFTC/PZIOA), Edwards AFB intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to FEDERAL SIGNAL CORPORATION, 2645 Federal Signal Drive, University Park, IL, 60466-3167. The applicable NAICS Code is 811213.
 
The following is a brief description of the acquisition requirements: The government requires equipment Warranty Extension and Field Services in order to maintain the Giant Voice Public Address System currently installed on Edwards AFB. The required services include Preventive Maintenance and Routine Care Visits and Battery Installation. The following is required: The Contractor shall provide Warranty Field Service and Preventive Maintenance and Routine Care for the Edwards Air Force Base Giant Voice siren system which includes 28 electronic sirens, one mobile siren trailer; and the Internal Public Alerting System (IPAS) which includes 32 indoor controllers, 28 speakers and 8 strobes installed in facilities throughout the Base. The installed equipment was manufactured by Federal Signal Corp and includes use of proprietary software. The requested services include a Technical Support Hotline for assistance with system failures. The Period of Performance is 11 Sep 2015 to 10 Sep 2016.

There are no solicitation documents; however, any vendors that believe they can meet the requirements described in this notice should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include verification of the Offeror's Representations and Certifications--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any responses received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12.
 
Responses must be received no later than August 31, 2015, 4:00 PM PST. Responses shall be submitted electronically at [email protected], unless otherwise agreed upon submission terms. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. Telephone requests to be placed on a mailing list will not be honored.
